In light of the uncertainty that the world experiences about when the coronavirus 2019 (COVID-19) will end, the pandemic has imposed on all segments and spectrums of societies the philosophy of dealing with the disease. The responsibility for curbing the spread of the virus was not limited to the role of governments only. The pandemic has created preventive and precautionary measures. Even the regulatory and legislative environment rather extended to the responsibility of the individual and the society and his awareness of the standards of safety and public health and its reflection on person’s life and behavior
Due to the nature-related activities between higher education and university education, they are together generated a community partnership that interacts with all commitments and variables and crystallizes experience in it with experience and the rules of responsible behavior.
The relationship of university education has emerged with the coexistence of society and its adaptation of this pandemic, through the search for alternatives to continuing education alongside the preservation of public health and the safety of the community. This was embodied by the maximization of the role of technology in providing mechanisms for remote education, which increased the volume of spending on education. On the other hand, the Corona pandemic has made university education one of the requirements that it should place in priorities. World has become in front of a new phase, in which sates have to redraw their policies and programs, correct their practices, develop their tools and mechanisms, upgrade their approaches and direct their objectives.
World countries should have to work out to create their programs, plans and tools to enhance their roles in scientific research and the provision of vaccines, medicines and building a knowledge economy, investing in innovation, entrepreneurship and innovation and the production of means of education, regulations, programs and electronic platforms especially in light of the outcome of the spread of Corona virus. This situation has emerged the need to move towards the education through e-learning platforms. The pandemic also imposed on higher education and university education the necessity to consolidate its position as a strategic supporter for economic and social development and achieve economic balance, and thus to view education as a productive sector that provides the state with the resources and opportunities needed by the economic structure and the economic activities that are not expected for the society to pursue it. In the face of these variables and responsibilities, the matter will require a change in the budgets allocated to higher education and universities to face the spending and the necessary funding, which is what this conference will discuss in detail.
